The Lead

State of the City puts numbers on the year, Plaza Night returns tonight, and The Haunt readies its last weekend 2.25 million dollars into 17 small businesses, 4,500 homes built with 6,500 more in the pipeline, the costume contest at 8:00 tonight, and the last weekend at Wildcliff (3 min)

The Mayor gave her State of the City address Tuesday at the JCC Mid-Westchester, and the speech text is posted with the transcript. The numbers are the part worth your time, because they are checkable. Seventeen small businesses have gotten help through the Retail Tenant Improvement Fund, 2.25 million dollars of it. A little over 4,500 housing units are completed downtown, another 6,500 are in the pipeline, and the share of affordable units is running closer to 20 percent against a 10 percent requirement. The city says 26 new businesses opened this year alone.

Two commitments land soon. A small business hub opens with Iona University's Hynes Institute, where entrepreneurs get workshops and one-on-one guidance while Iona students do the supporting work. And in March 2027, Rose on Main expects to welcome residents to 126 affordable condominiums, which the city counts as a homeownership path next to its Down Payment Assistance Program.

The flood numbers matter on a different clock. New Rochelle is in year three of a ten-year promise to put 10 million dollars a year into stormwater work. That is 30 million spent so far and more than 12 million in grants secured, 42 million all in. If you live near the Sheldrake or any spot that flooded in past years, that line item is the one to watch in every budget season from here to 2033.

Search answers

The questions New Rochelle searches this week, answer first, source after.

What did the State of the City say about housing and small business?

Housing: a little over 4,500 units completed, 6,500 more in the pipeline, and an affordable share running closer to 20 percent against the city's 10 percent requirement. The Council's recent Downtown Overlay Zone amendments added room for 2,800 more units, including townhouses and brownstones. Small business: 17 businesses helped through the Retail Tenant Improvement Fund with 2.25 million dollars, 16 West End storefronts got new signs and awnings, and the city counts 26 new businesses opened this year. A business hub with Iona's Hynes Institute is next. The city posted the full transcript, so every one of those numbers can be checked against the source.

What time does Plaza Night start tonight?

6:00 to 9:00 PM at Anderson Plaza, with the costume contest at 8:00 and prizes from downtown businesses. The city, the Downtown BID and the Chamber of Commerce run it together, Total Package performs a Thriller-inspired dance, and the city's Mobile City Hall will be on site for service questions. Rain date is October 31. Participating downtown businesses run specials the same night, and the BID posts a map of who is offering what.

When does The Haunt close for the season?

Sunday, November 1. The run at Wildcliff Mansion, 44 Wildcliff Road, goes Friday through Sunday nights through November 1, 7:00 to 10:30 PM Fridays and Saturdays and 6:30 to 10:00 PM Sundays. Admission is 25 dollars with timed entry, Fast Pass 40, VIP 75, ages 10 and up. This weekend is the last one, so if the ruins at Echo Bay have been on your list all month, Friday or Saturday is the night. The producers note strobe lights, fog and tight passages for anyone planning around that.

City Hall

The address behind the numbers, a vacant storefront registry already on the books, and the fair coming for veterans growth counted in homes and storefronts, and two dates ahead at City Hall (2 min)

Every State of the City picks a frame, and this year's was "building people, not just buildings." Behind the frame sits a list a resident can put to work. The stormwater line, 30 million spent and 12 million more in grants on a ten-year, 10-million-a-year pledge, is the one with a street-level test: the culvert work on the Sheldrake is that money showing up in a specific neighborhood. Workforce numbers run the same way, 162 residents trained through New Rochelle Forward since 2023 with 83 placed in jobs, and 650-plus young people employed each of the last three summers.

Two items from the address deserve their own calendar space. The second annual Veterans Resource Fair runs Wednesday, November 12, 5:00 to 7:00 PM in the City Hall Rotunda, with the Assessor's Office on hand for the veteran tax exemption and applications for the city's new Active Duty & Veteran Parking program. And the storefront tool the city adopted earlier this fall, a vacant storefront registry, is the quiet one to watch on Main Street corridors, because a registry is only as good as the residents who read it and ask questions.

Okay. If you read one page from the speech, make it the transcript, then hold one number and watch it for a year.

AI Corner: one plain-English AI thing, every issue

This week: ask an AI to turn a long speech transcript into a list of commitments, then check the numbers.

State of the City speeches run long, and this one shipped with the full transcript attached. Paste the transcript into your chat and ask for two lists: every number mentioned with its context, and every promise with a date attached. Numbers first, because a list you can check against the budget is worth more than a mood.

Then spot-check three of the numbers yourself against the transcript before repeating any of them, because a speech summary is exactly the kind of text where a chat smooths a figure into the nearest round number. The city posted its own transcript, so you are checking against the source, not another summary. Works the same on budget night.

Reply with questions; they become future AI Corner topics.
