Early voting enters its last week with the hours flipped. The late window runs today, noon to 8:00 PM, at both New Rochelle sites, the City Hall Annex at 90 Beaufort Place and the United Methodist Church at 1200 North Avenue. Wednesday goes back to 8:00 AM to 4:00 PM, Thursday back to the late window, and the whole thing ends Sunday, November 1, 10:00 AM to 6:00 PM. Any county site works, so the Doles Center on South Sixth Avenue in Mount Vernon counts the same as the Annex. Election Day itself is Tuesday, November 3, with polls open 6:00 AM to 9:00 PM at your regular location.
The Justice Department put a second federal case on the same developer. On September 25 it sued the Stagg Group in the Southern District of New York, saying six buildings with 607 apartments were designed and built without the accessibility the Fair Housing Act requires. West View at 26 Garden Street is one of the six, 185 apartments built in 2024, and the complaint names a curb ramp at the entrance with a slope that blocks wheelchair users, and obstructions at the laundry room doors. The housing case runs on its own track from the state environmental fight over the November 2025 chemical injury at the same address, and Talk of the Sound reported the suit on Monday. If you live at West View or apply there, the ramp and the laundry doors are the two spots the complaint says fail, and comments on the case can go to the housing attorney listed on the docket.
Then Thursday belongs to Anderson Plaza. Plaza Night at Anderson: Halloween Bash runs 6:00 to 9:00 PM with a rain date of October 31, the Thriller-style dance set by Total Package is on the bill, the costume contest lands at 8:00 PM with prizes from downtown businesses, and a Mobile City Hall table will be on site. Downtown shops run Halloween discounts along with it, and the Bash map lives at newrochelledowntown.com. The week stays dry for all of it: sunny today with a high near 59, mid 60s Wednesday, and sunny near 69 Thursday.
The questions New Rochelle searches this week, answer first, source after.
What is the DOJ suing the Stagg Group about at 26 Garden Street?
Accessibility, across six buildings and 607 apartments. The suit, filed September 25 in federal court in the Southern District of New York, says the Stagg Group designed and built the apartments without meeting Fair Housing Act accessibility requirements. West View at 26 Garden Street is one of the six, with 185 apartments built in 2024. The two named problems there are a curb ramp at the entrance with a running slope that blocks wheelchair users, and obstructions at the laundry room doors that break the accessible route inside. It is a civil rights case about housing design, separate from the state environmental case over the November 2025 chemical incident at the same property.
Current E-Z Reserve participants only, starting Monday, November 2. The county program lets golfers hold the same weekend tee time and day for the 2027 season at any of the six Westchester public courses, and pre-registration runs through Monday, November 30. Everyone else gets a shot Tuesday, December 1 through Sunday, February 28, first come first served, one weekend tee time each. Pre-registering players pay a nonrefundable 400 dollars for an expanded 30-week season that starts the weekend of March 27, 2027. A valid Westchester County Park Pass is the ticket in.
When is Trick or Treating at the Shops at New Rochelle?
Still nothing verified. The mall's own site did not resolve when I checked Tuesday morning, and no dated trick-or-treat listing turned up in the city or library calendars. If the Shops run one, it lives on their social channels. The verified family option that day is Little Haunters at Wildcliff Mansion, Saturday 4:00 to 7:30 PM, no jump scares, trick or treating at the end.
City Hall goes quiet on meetings this week. The Planning Board held its October session last night at 7:00 PM, and the next posted meeting is the New Rochelle IDA on Wednesday, October 28 at 7:30 PM at City Hall, 515 North Avenue. The IDA considers tax incentives for development projects, so when a project wants a break on city, school and county taxes, the ask starts in that room. No public hearing is posted on the calendar entry, so expect a watch-and-note session unless the agenda opens the floor.
If North Avenue is your route, the calendar is worth a glance before Wednesday. Last week it carried milling and paving entries on North Avenue and Mill Road, 9:00 AM to 3:00 PM, with work zones listed between Pauls Place and Chauncey Avenue and on the side streets off the corridor. The entries post day by day as the schedule firms up, so this week's version lives on the calendar, not in this issue.
Okay. If you go to one thing, the IDA on Wednesday at 7:30 is the only door open this week.
AI Corner: one plain-English AI thing, every issue
This week: ask an AI to turn one market run into a week of dinners, then try it on your own cart.
Meal planning is the rare AI task where the inputs are already lying around. You have a fridge, a budget and five weeknights. Snap a photo of what is in the fridge, tell the chat your budget in dollars, and ask for five dinners that use what you already have before anything new goes in the cart. The good versions give you a list where the chicken bought once covers two meals, which is the whole trick anyway.
Then do the part the AI cannot. Price the list against the ShopRite circular before you shop, because a chatbot does not know this week's sales, and swap anything overpriced for what is on offer. The photo trick also works on a pantry shelf or a drawer of loose vegetables. If the first plan looks generic, say so and ask it to try again with cheaper cuts.
Reply with questions; they become future AI Corner topics.
