Two boards meet tonight at 7:30, a fire department pins five promotions, and Tulip Lane closes for six weeks

Tonight is a two-fer at City Hall, 515 North Avenue. The New Rochelle Industrial Development Agency meets at 7:30 PM in the Council Conference Room with a draft agenda that pairs housekeeping with two real asks: inducement resolutions and public hearings for Two Shearwood Station LLC at 2 Shearwood Place and 50 Lockwood LLC at 50 Lockwood Avenue. Inducement is the step where a project formally asks for a break on city, school and county taxes, and setting the public hearing opens the public comment window. The board also takes up its 2027 budget and revisions to its uniform tax exemption policy. If either address is your street, tonight is the meeting to sit through.
The fire department held its Awards and Promotion Ceremony last Thursday in Council Chambers, and the promotion list is worth a second look. Robert Ciotti made Deputy Chief. Ryan Pascuzzi and Gary Bruzzese made Captain. Hugo Pinilla and Clark Campbell made Lieutenant. Chief Joseph Sinatra, presiding over his first ceremony as Chief, handed out unit citations, lifesaving awards and a Class 1 Citation across seven incidents, plus named awards including the Arthur Luce Klein Award to Captain Anthony Cruciata. Five neighbors pinned with new rank is a good night in any city.
And if Tulip Lane is your route, plan around it. The stretch between Pinebrook Boulevard and Winding Brook Road closed Monday, October 14 for about six weeks while crews upsize two culverts and add a bypass near Dennis Drive as part of the Sheldrake Culvert Replacement Project. The posted detour runs Ramona Court and Amherst Drive back to Pinebrook Boulevard, and pedestrians are directed north through Pinebrook Park to the crosswalk. The work is the flood-mitigation kind that only shows its value in a storm, and the project page lives at newrochelleny.gov/flooding.
The questions New Rochelle searches this week, answer first, source after.
What is happening with 2 Shearwood Place and 50 Lockwood Avenue tonight?
Inducement votes and public hearing settings, both at 7:30 PM. Two Shearwood Station LLC asks for financial assistance through a straight-lease transaction, the deal shape where the agency briefly takes title to or control of the property so tax exemptions can flow while the project moves, for a project at 2 Shearwood Place, and 50 Lockwood LLC asks the same for 50 Lockwood Avenue, where the application describes taking title to the land and a demolition before whatever comes next. The board votes on whether to accept each application and set a public hearing, which is the first formal door for residents to weigh in. Nothing tonight is a final approval, and the hearing date gets set at the meeting.
Who got promoted in the New Rochelle Fire Department?
Five names, all pinned October 22 at City Hall. Robert Ciotti to Deputy Chief, Ryan Pascuzzi and Gary Bruzzese to Fire Captain, and Hugo Pinilla and Clark Campbell to Fire Lieutenant. The same ceremony carried lifesaving awards and a Class 1 Citation for seven incidents, and the department posted the full awards list with the announcement. If you know one of the five, the department made it easy to congratulate them by name.
About six weeks from October 14, so roughly through late November, weather permitting. The city says the stretch between Pinebrook Boulevard and Winding Brook Road needs the closure while two culverts get upsized and a bypass near Dennis Drive gets built on the Sheldrake River. Detour drivers take Ramona Court and Amherst Drive to Pinebrook Boulevard, and people on foot cut north through Pinebrook Park to the Pinebrook Boulevard crosswalk. The city updates its stormwater project pages as the work moves.
Two meeting notices, one building, one time. The IDA meets at 7:30 PM in the Council Conference Room and the New Rochelle Corporation for Local Development, the CLD, posts the same 7:30 start at City Hall, both with draft agendas attached to their calendar entries. The IDA agenda runs nine items, from minutes through the 2027 budget resolution, the uniform tax exemption policy revisions, the two inducement requests, and a next-meeting date of November 18. The CLD agenda is its own packet. Both documents were posted ahead of the meeting, so you can read exactly what gets voted before anyone votes on it.
If you speak on Shearwood or Lockwood, you are early in the process by design. Inducement is the request, the public hearing is the comment window, and any actual tax deal comes later with its own vote. Watch item 5 and item 6 on the IDA agenda tonight, and note the hearing dates the board sets, because those land in legal notices first and in this newsletter as soon as they are verified.
Okay. If you go to one thing, the IDA at 7:30 tonight is the room where two streets' tax asks begin.
AI Corner: one plain-English AI thing, every issue
This week: ask an AI to read tonight's board agendas before you go, then check it against the packet.
Agenda packets are long, and the IDA one runs over a hundred pages. Drop the PDF into your chat and ask for the items that involve a vote, in order, one line each. Then do the human part: open the packet to those pages yourself and confirm the AI named the right resolution numbers, because a summary that quietly skips a condition is worse than no summary. Works the same on school board packets when the district posts them.
If the packet is a scanned image instead of text, most chats can still read the pages, but slow down and spot-check more. And if a number matters to you, like a tax break size, find it in the packet and quote it exactly rather than trusting the retelling.
Reply with questions; they become future AI Corner topics.
