The MTA moved rock chipping at the New Rochelle rail yard to daytime hours after complaints about weeks of overnight noise. The school board holds its public session Thursday evening. And the paving program that rolled through North Avenue on Monday and Tuesday keeps working the streets west of it through Friday.
The updated MTA bulletin, sent to a New Rochelle resident on October 20, puts rock chipping for a new retaining wall at 7:00 AM to 4:00 PM on weekdays, with weekend work as needed, through about early November. Other Penn Station Access construction continues overnight. In town, crews work the seven streets around St. Pauls Place Wednesday through Friday, and North Avenue and Mill Road get a second pass Thursday morning.
You can check two things yourself today. One street on the city's paving calendar, and the school board's own meeting notice, which lists the 7:00 PM public session. If night noise at the yard starts up again, the bulletin's end date, early November, is the line the MTA is on record with.
The questions New Rochelle searches this week, answer first, source after.
When does the MTA stop chipping rock at the rail yard, and why did it move?
Weekdays, 7:00 AM to 4:00 PM, through about early November. The work is rock chipping for a new retaining wall near the ShopRite parking lot on Palmer Avenue, part of the Penn Station Access project. The MTA shifted the hours after a nearby homeowner complained about weeks of disruptive overnight construction, and the updated bulletin reached him October 20. Right? Other construction on the project still runs overnight, so quiet nights are not part of the deal yet. Residents can sign up for the project's email updates and pick their area, though the signup leaves out Pelham and Pelham Manor, and the MTA has been asked how those neighbors get notices.
Where can I comment on the brownfield cleanup across from Avalon One?
Comments to the state DEC are open through November 13. The site is the Shearwood Laundry and Petroleum Site at 2 Shearwood Place, the undeveloped lot across the street from Avalon One, and the application came from Two Shearwood Station LLC under the state's Brownfield Cleanup Program. The application and the draft remedial investigation work plan sit online in the DECinfo Locator and in person at the New Rochelle Public Library. Comments go to DEC project manager Michael Squire by mail or email.
What is the number for the new county crime victims hotline?
1-833-220-2444. WMCHealth's SAAVE program launched it October 20 with County Executive Ken Jenkins and the county Office for Women. The line is free, confidential and staffed around the clock, in English and Spanish with interpretation in more than 240 languages. It connects victims of domestic violence, sexual assault and other crimes with crisis intervention and advocacy, and it expands the bilingual rape crisis hotline that has run since 2018.
The Board of Education meets Thursday, October 22 at Central Administration, 515 North Avenue, second floor. Executive session starts at 6:00 PM and the public session at 7:00 PM, per the district's board page. If you want to speak, sign up with the district clerk by 3:30 PM that day, or in person at the meeting, where public comment runs two minutes a speaker if time allows.
The city's paving program covers the same seven streets three more days: St. Pauls Place, Hilltop Avenue, Chauncey Avenue, Carol Lane, Highland Avenue, May Street and Highridge Road, 7:00 AM to 5:00 PM Wednesday, Thursday and Friday, weather permitting. North Avenue between Mill Road and Quaker Ridge Road and Mill Road out to the Eastchester border get a second pass Thursday, 9:00 AM to 3:00 PM.
Okay. That is the whole map. If a street you drive is not on it, the city is not milling it this week, and the calendar entries linked below are the record to check before you plan a detour.
AI Corner: one plain-English AI thing, every issue
This week: get Penn Station Access construction bulletins by email, then check one line against your own block.
Construction notices are exactly the kind of text an AI summarizes well, but the MTA already runs the notification itself. The Penn Station Access project takes email signups by geographic area, and this week's proof the system moves: the bulletin that shifted rock chipping to daytime hours went out to a resident on October 20. The Talk of the Sound article in Sources links the signup.
Then do the part that earns trust. Pick one bulletin line and check it against your own ears. This week's line: rock chipping runs 7:00 AM to 4:00 PM on weekdays. If you hear chipping at 2:00 AM, the bulletin is wrong or the work is something else, and either way you know which source to question. One gap the article found: Pelham and Pelham Manor are missing from the area dropdown, so neighbors there should not assume coverage.
