The Lead

The Council votes full tax relief for disabled veterans, and the deadline to apply is December 1 the unanimous vote brings city, county and school exemptions together on one application, the school board meets tonight at the Remington Clubhouse, and the library Friends answer the trustees in a mediation standoff (3 min)

The City Council voted unanimously on Tuesday to wipe out city, county and school property taxes for veterans whose service-connected disabilities are permanent and total. Applications are due December 1. The vote followed the county Legislature on September 14 and the school board on October 8, so one state form now reaches all three taxing layers for veterans who qualify.

Tonight, the school board holds its public session at the Boys & Girls Club of New Rochelle Remington Clubhouse, 1 Remington Place. The executive session starts at 6:00 PM and the public session at 7:00 PM. The library dispute that has run since the bookstore pause is still moving: the trustees offered to bring in a professional mediator on October 13, and the Friends answered on October 16, agreeing to mediation and naming the Westchester Library System's executive director as a possible mediator.

Check one thing today: the school board's own meetings page before you drive. Yesterday's issue printed Central Administration as the venue, and the district's page says the Remington Clubhouse. The district page is the record that counts.

Search answers

The questions New Rochelle searches this week, answer first, source after.

Which veterans qualify for the full tax exemption, and how do I apply?

Veterans with permanent and total service-connected disabilities qualify for the full exemption the Council adopted Tuesday under state Real Property Tax Law 458-a. A 100% disability rating alone does not establish permanent and total status; the VA documentation has to say it. The state updated Form RP-458-a in October for the new exemption, and it is online as a fill-in PDF. Veterans with wartime service, combat service or partial disability ratings qualify for the existing partial exemptions instead. The assessor's office has already started reviewing files and has contacted some veterans for updated VA letters, so call the office if you hold an exemption and are unsure it covers the new benefit.

Where does the school board meet tonight, and can I speak?

At the Boys & Girls Club of New Rochelle Remington Clubhouse, 1 Remington Place, per the district's Board of Education page. The executive session starts at 6:00 PM and the public session at 7:00 PM, and agendas land on the district's BoardDocs site. Note that yesterday's issue put the meeting at Central Administration; the district's own page now lists the Remington Clubhouse, so work from the district page.

What is the library dispute about this week?

Mediation is on the table from both sides, and the leader question still blocks it. Library board president Rhiannon Navin told Talk of the Sound on October 13 that trustees were willing to bring in a professional mediator, and she put it in writing October 16: the board stays open to a mediator even as the bookstore pauses. The Friends answered through their president pro tempore and treasurer on October 16, agreeing to mediation, proposing costs split evenly, and naming Terry Kirchner of the Westchester Library System as a possible mediator. The Friends' voting members then rejected replacing their leaders 14-0, and trustees have kept leadership change as their condition. It is not known whether Kirchner has been asked or would serve.

AI Corner: one plain-English AI thing, every issue

This week: let an AI form-filler draft your veteran exemption application, then check every field against the assessor checklist.

The new exemption runs on New York's Form RP-458-a, and the state updated the form in October. Browser AI features and doc tools can read the fill-in PDF, pull your DD-214 details and VA letter dates into the right fields, and flag the boxes that decide full versus partial exemptions. What AI is bad at is deciding eligibility. The line that matters, permanent and total, is a VA determination, not a form field an assistant can guess.

Then do the part that earns trust. The assessor checklist in the Talk of the Sound piece lists four things: DD-214, VA disability documentation, the RP-458-a form itself, and proof the property is your primary residence. Before you mail anything, hold your draft against those four and call the assessor's office if a field disagrees with your paperwork.

Reply with questions; they become future AI Corner topics.
